Aberdeen — Town finance staff reported on May 27 that through the end of April the general fund had recorded $13,957,544 in revenues (about 94.1% of budget) and expenditures of roughly $11.98 million, leaving net positive funds for the period. Mr. Watson, presenting the monthly financial report, highlighted that building-permit revenues were substantially above budget — figures discussed ranged from $515,577 (158.6% of budget) to later citations of about $547,000 — and system development fees and tap revenues were similarly well above expectations.
Mr. Watson told the board that water produced in April rose sharply compared with April 2024 (about 50 million gallons in April 2025 versus roughly 31 million the prior year), and that new meter taps and new service connections remain strong, reflecting local growth. He said water and sewer fund revenues through April were below budget at the time (about 81% of budget) but recent collections had improved that share.
In the presentation the finance presenter and the town manager emphasized that some elevated receipts (for example, system development fees and permits) are driven by construction activity and can vary from month to month. Mr. Watson noted that sales tax and certain state payments occur later in the fiscal year and that the town typically carries capital project funds forward to complete multi-year projects.
What it means: The town's reported year-to-date figures show stronger-than-anticipated permit- and SDF-related revenue, improving cash flow for capital projects. Board members asked follow-up questions about how those receipts will be trended into next year’s budget and the manager said staff will use multi-year trends when making projections. The transcript contains no independent audit or third-party verification of these figures.
