Paul and other staff explained the Technical Advisory Committee is accepting applications through April 30 and that the available regional pot may be in the roughly $300,000 range across participating municipalities. Staff recommended concentrating on a single, competitive project rather than splitting the town’s match across multiple small efforts. "The idea of this carbon reduction is to get cars off the road," a staff member said, describing the goal as creating walkable links so people make short trips without driving.
Eligibility rules were emphasized: projects must be on a state DOT right‑of‑way (shown in the town’s eligibility map), total project cost must be at least $100,000, and local match rules apply. Possible candidates mentioned included a Blue Street segment connecting Main Street to Maple Avenue, Poppler Street segments, and parts of Midway Road adjacent to existing sidewalks. Staff cautioned that curb/gutter, drainage and right‑of‑way constraints can increase costs.
After discussion of project prioritization and eligibility, a commissioner moved that the town submit a carbon‑reduction project; the motion was seconded and carried.
Staff will return with a project packet and recommended match strategy for the board’s records and to ensure the strongest possible application.
