Muncie board approves MOU to let Soil and Water Conservation District build Memorial Avenue canoe launch

David Hall, speaking for Five Rivers Resources and on behalf of the Delaware County Soil and Water Conservation District, told the board the district received a grant from the Ball Brothers Foundation to fund a canoe launch on Memorial Avenue. "The City of Muncie owns the land that the canoe launch is going on, so this MOU essentially allows the Soil and Water Conservation District to use the funds that they received to go make improvements on city property," Hall said.
Board members asked whether the canoe-launch design would interfere with recent bridge-replacement work on Memorial Avenue; the question was acknowledged but the transcript does not record a substantive conflict or a technical response. A motion to approve the MOU was moved, seconded and approved by voice vote.
