The Anderson City Plan Commission voted to approve petition 126, a one‑lot secondary plat for a Crew Car Wash on the northeast corner of Mounds Road and South Scatterfield Road, and forwarded the plat to the Board of Works for acceptance of required easements, covenants and dedications.
Staff described the 2.12‑acre site as split‑zoned B1 and B2, with utilities available and required sidewalks planned along both state roads. Petitioner representative Nick Schultz of Kimley‑Horn confirmed the existing building will be demolished as part of the development and provided his name and company address for the record.
Commission members pressed staff and the petitioner on infrastructure capacity. Commission member Matt House raised sewer‑capacity concerns, saying the area drains to an eight‑inch line and citing a historical discharge estimate of “about 17,000 gallons a day”; staff and the petitioner said final capacity and tie‑in details will be resolved during preconstruction permitting and coordination with the city engineering office.
Because the secondary plat shows no public‑infrastructure improvements, staff said an engineer’s estimate and a performance bond are not required at this stage. Commissioners agreed to include in the meeting minutes a notation that construction permits will not be issued until water‑ and sewer‑capacity issues are confirmed resolved by the city engineer.
The commission approved the plat by roll‑call vote and recorded the motion as passing (8 yes). The item now goes to the Board of Works for acceptance of the plat’s easements, covenants and dedications; staff will schedule preconstruction meetings and require the developer to satisfy any remaining engineering checks before permits are issued.
