Macomb staff proposes special-use option in city's use matrix for residential districts

City staff asked the Macomb City Council to approve an amendment to the city's use matrix that would allow a special-use option for businesses described as "uses not generally permitted" within residential zoning districts.
Miss Lambert summarized the proposed process: applicants would submit a special-use request, staff would review impacts such as hours of operation, traffic and safety and produce a staff report, the planning commission would hear the application, and the council would make the final decision. "So we are looking to make our use matrix a bit more applicable in terms of what some of some businesses are looking for today that currently don't have a slot in our use matrix," Miss Lambert said, explaining the intent to make the matrix more flexible.
The change is intended to provide a pathway for certain nontraditional retail or service businesses to seek permission in residential areas subject to conditions designed to protect neighborhood character. No final action was taken at the meeting; the ordinance had been discussed previously by the community development committee and had its first reading at last week's council meeting.
