He recommended the board approve Task Order No. 3 under the city's on-call agreement with Wesler Engineering to provide design, bidding, construction administration and observation services for the work. "The total cost for this task order is $931,000 and I recommend for board's approval," Moore said.
Board members discussed the scale and duration of the program; Moore told the board the effort will cover about 1,442 additional lead service-line replacements and is expected to last roughly two years. The board moved and approved the task order by voice vote.
The approved task order authorizes Wesler Engineering to begin design and to prepare for procurement and construction oversight tied to the SRF-awarded program. The city recorded that the SRF package includes both grant and loan components; Moore described the loan portion as interest-free. No further fiscal details (for example, amortization schedule or anticipated local match) were provided during the meeting.
Next steps noted by city staff include completing the bond closing anticipated in June 2026 and advancing design and bidding work under the Wesler contract so planned replacements can proceed.
