Finance committee moves bulk of agenda to full council, corrects vendor name on Item 19; staff issues emergency‑legislation notice

At the Dec. 17 meeting of the Youngstown City Council Finance Committee, a council member moved and another seconded to forward a large group of items — 5 through 18 and 20 through 44 — to the full council for consideration and passage.
The motion also recommended an amendment to Item 19 to correct the vendor name in the legislation, replacing the incorrect listing with the utility contractor name in Section 1 and Section 3. A council member offered to co‑sponsor Item 21 and other members signaled general support for moving the packet to the floor.
During the meeting, Finance staff indicated they plan to bring a reconciliation budget on Dec. 31 and warned it is critical that six council members be present at the Jan. 7 meeting so the council can pass the reconciliation retroactively as emergency legislation. "It is critical that 6 council members are present for the January 7th meeting so that we can pass that retroactively as emergency legislation," Finance staff said.
The committee adjourned after the chair offered brief farewell remarks; the committee’s recommendation to forward the items will be included in the packet sent to the full council for its next meeting.
