Anita Davis, 6th Ward City Council and Finance Committee chair, presided as Kyle Mizak, Finance, described a proposed one‑year pay adjustment for non‑union management employees that the Finance Committee agreed to send to the full council for consideration.
Mizak told the committee the request would match the pattern negotiated by the city’s unions and affect employees categorized as management — an estimated 199 people across the general fund, water, wastewater, police, fire, 911, Community Development Authority and health department. “The request is for Council to match what the pattern is going to be across all unions at 4%,” Mizak said.
Mizak said the group includes a mix of positions — supervisors, assistant support staff, bailiffs and the clerk of courts — and that the proposal is structured to benefit lower pay‑scale employees by adjusting by a dollar step pattern rather than applying a single percent increase across all grades. He also said safety forces receive a $0.40 per work shift differential for first shift.
On overtime and comp time, Mizak said most employees in the management classification do not receive overtime and instead accrue compensatory time (he estimated about 80 hours maximum for those who earn comp time). A member asked whether the change would affect elected officials; Davis said the proposal excludes elected officials and certain board members.
The committee recommended the measure for consideration by the full council. The committee’s motion to forward items to the floor included this pay adjustment, and members said they expect the full council to debate the final wording and implementation timing.
