Deira said the proposed outbuilding would be a garage with a room above for non‑residential use and that it will sit on a slab‑on‑grade with no basement or separate kitchen or bathroom. He told commissioners the work had been filed with zoning but that a five‑foot frontage variance remains pending; he said the team is prepared to move the garage if zoning authorities require additional setbacks.
Staff and commissioners noted the breezeway footprint touches a previously delineated wetland area but concluded the proposed disturbance was limited. A public exchange also flagged a fence encroaching onto a paper street/intermittent stream; staff noted the city typically enforces removal of encroachments on municipal land when necessary.
After questions, the commission voted to approve the amendment to the existing order to add the garage and breezeway. The motion to approve the amendment was made by Miss Green, seconded by Miss Herup, and passed 7–0. The commission clerk told the applicant the written amendment will be available in 21 days to present to zoning if needed.
