Whitley County commissioners approve surplus-property resolution, construction plans and several routine contracts

The Whitley County Board of Commissioners approved a slate of routine motions and agreements at its March 16 meeting, including a resolution on surplus-property disposal, construction plan signings for a local road and federally funded sidewalks, and several contracts and facility permits.
Resolution 2026-04, which formalizes the county’s process for handling and disposing of surplus property when departments move, passed on a unanimous voice vote after a commissioner moved and another seconded. The resolution assigns an administrative process for items such as excess chairs and equipment.
County Engineer Brad Allen presented two title sheets for signatures. The first was for the 100 South Reconstruction project: “we are basically digging out and repaving 100 South from US 30 to 300 East to repair some development damage there and and build it up to industrial road standards,” Allen said. The second packet covers a federal-aid grant for sidewalks and ramps in the Lincoln Point, Donatello Village and Bell Sagno subdivisions; Allen said those plans will be submitted to INDOT for final tracings and the project will go out to bid with a letting date in August. Commissioners approved signing both documents so the projects can move to bid.
To streamline future submittals to INDOT, Brad Allen asked that the board designate the sitting chair as the authorized INDOT signatory on forms; the board approved that standing authorization unanimously.
The board also approved a grant-approval letter to submit a 2027 Justice Reinvestment grant for community corrections, submitted by Paula Warden and Ed Bieber, intended to fund wages for existing positions and not to create new posts. The motion to approve the letter carried unanimously.
Other administrative approvals included an agreement with software company E3 for security software and a maintenance agreement with Tech Solutions covering security at the probation and community corrections building; both motions were approved after brief procedural confirmation that the contracts met staff requirements.
The board approved two initial dates for Columbia City Connect’s First Fridays movie series on the courthouse lawn (May 1 and June 5) under the county’s 90-day rule; organizers estimated roughly 1,700 attendees for the events. Commissioners also approved a separate facilities request from the Old Settlers Day Association for June 14–21.
Payroll and accounts-payable claims were reviewed and approved after staff reported nothing unusual. The board approved minutes from the Feb. 17 commissioners meeting and an executive-session personnel minutes from March 9. With no members of the public signed up for comment, the meeting adjourned.
