Commissioners press ahead on Lynen project as INDOT favors closing 17th Road

Marshall County commissioners spent an extended portion of their March 16 meeting discussing INDOT’s proposal that would close 17th Road at U.S. 31 and the county’s options for ensuring east–west connectivity.

Staff and commissioners said INDOT has been 'insistent' about closing 17th Road and prefers constructing overpasses at approximately two‑mile intervals along the corridor. County staff reported they have submitted preliminary bridge plans and have been told the county could pursue an 80/20 federal matching grant for a Lynen project. Commissioners discussed whether to continue with bridge design that benefits county traffic or cooperate with INDOT’s recommendation to prioritize Lynen improvements.

Commissioners and staff raised two practical issues: (1) the county could be asked to provide 20% of the project cost locally, potentially requiring multi‑year budgeting or reprogramming of existing bridge funds; and (2) the county must confirm that INDOT’s schedule would not cause the project to fall outside eligible funding years. Staff said they will contact INDOT to clarify reprogramming options and will continue preliminary engineering and design work so the county can be ready to apply for federal matching funds if appropriate.

The board did not take a final formal vote on a specific alignment at the meeting but directed staff to continue work and to incorporate the project into upcoming budgets if the board elects to pursue the federal match. Commissioners emphasized the need to protect local farm access and to avoid unintended consequences for rural traffic patterns during any closure decisions.

What happens next: Highway staff will follow up with INDOT on reprogramming possibilities, confirm funding-year deadlines, and return to the board with options and cost estimates for the county share.
