Marshall County commissioners approve permits, vehicle purchases and opioid-settlement participation

The Marshall County Board of Commissioners on March 16 approved a range of routine and one-time items, including two Bright Speed permits, several vehicle purchases and contracts, and authorization for the county attorney to sign participation documents for a national opioid settlement.
Highway staff reported two Bright Speed permits for aerial access poles in North Township; commissioners moved and approved the permits as presented by staff. The board also authorized posting several Community Crossings road projects for bid with an April 6 opening, contingent on INDOT confirmation of funding.
The board approved a prepay for a Watkins truck and trailer repair and ratified a $9,750 interior painting contract for the Community Corrections office. Commissioners also authorized up to $1,000 to pay a mover to relocate Community Corrections into its renovated space.
Wendy Tapia, Marshall County treasurer, asked the board to approve a service agreement with L & D Mail Masters to mail tax bills; the board approved the $10,580 contract with the treasurer signing. The board approved four sheriff vehicle purchase agreements and authorized individual prepays as the vehicles are delivered; the president of the board will sign the purchase agreements.
County counsel asked for authority to sign a participation and release form for the national opioid settlement covering several distributors and wholesalers. Counsel estimated Marshall County’s share at roughly 0.5% of the total settlement (cited in meeting materials as approximately $575,000 before the deduction of attorneys’ fees); the board authorized the county’s counsel to sign the settlement participation paperwork via DocuSign.
Routine administrative items were approved, including minutes, accounts payable and payroll claims. The board also accepted a subrecipient emergency-management grant (up to $30,000) to support part of the EMA salary.
What happens next: Several of the procurement and prepay items are tied to delivery or additional paperwork; staff said they would return related documents for signature as needed and proceed with bidding timelines contingent on INDOT funding confirmation.
