The committee unanimously approved Resolution 241, authorizing a work order with the Dormitory Authority of the State of New York for classroom and student‑support renovations (capital project no. 768) that will consolidate and modernize an outdated nursing simulation lab into the main nursing wing. Legislator Donovan asked whether the change was an expansion or a relocation; presenters said it consolidates separate outdated space into an existing cluster of nursing labs for efficiency.
Resolution 239, an update to the county procurement manual under General Municipal Law §104‑b intended to lower barriers for local businesses (vendor workshops, outreach and a pilot vendor directory), was amended during debate to preserve implementation flexibility and passed. Sponsors said the changes will include increased outreach, clearer website guidance and director‑led workshops; some members pushed to strengthen the vendor‑guide language but the amendment kept certain subclauses permissive to allow a pilot approach.
Resolution 240 approved a contract amendment with Flint Media Inc. for Department of Tourism services; administration said advertising revenue offsets most costs and that the extension is the final year before returning to competitive bidding.
Resolution 243 adjusted the county salary schedule by changing the Ag Services Administrator grade from 16 to 15 after a duty revision while the position was vacant; the measure passed without extended debate.
Resolution 244, a proposed $100,000 Victory Garden Preservation Pilot intended to fund four community centers with perennial plantings and preservation education, sparked a lengthy debate about program design, overlap with existing grants, staffing and funding sources. Multiple legislators and county staff recommended obtaining a bottoms‑up budget, clarifying administration and exploring existing multi‑year grant options before committing county funds. The committee voted to postpone Resolution 244 for one month to allow sponsors and administration to provide more detail.
Minutes of the April 7 regular meeting were approved earlier in the session. The committee received an update that non‑public facility reviews for SUNY Ulster are ongoing and a final public meeting is expected later in the month.
