Morgan County renews contracts with Malcon for Medicaid ambulance and Title 4D cost recovery

Morgan County commissioners approved two vendor contracts on March 2 with Malcon to prepare Medicaid ambulance cost reimbursement claims and the annual Title 4D cost allocation plan.
The auditor reported that in 2025 Malcon helped the county recoup approximately $90,543.88 for Title 4D administrative costs and about $79,611.59 for Medicaid ambulance reimbursement; those recovered funds were credited to the county’s general and EMS funds, respectively.
"They've been doing it for several years," the auditor said, describing Malcon’s ongoing role in preparing county claims. Commissioners voted to accept both proposals by voice vote, 3–0. One motion covered Medicaid ambulance cost reimbursement and a second motion approved the Title 4D cost allocation work.
The board did not amend the contracts at the meeting and staff said the arrangements would continue to route recovered funds back into the appropriate county funds if the vendor’s work yields additional reimbursements.
