Veterans affairs update: Indiana code requires updated accreditation, PIV access and electronic filings; county CVSO working toward compliance

Kevin Hiten of Southwest Indiana Veterans Affairs delivered the board’s annual update on veterans services on March 10, citing new obligations under Indiana Code 10-17-1-9.
"This here is Indiana code 10-17-1-9," Hiten told the commissioners, and he outlined requirements that county service officers be accredited, maintain certain office and technology standards (including reliable internet and a claims-management-capable computer), and obtain PIV card access and an electronic signature pad to enable fully electronic filing with the VA.
Hiten said the county’s CVSO, Tony, meets some requirements — including the annual-hour accreditation threshold cited in the code — but still needs the PIV card, an electronic signature pad and additional training to complete full compliance. Hiten described required district and annual training (including a multi-day annual session in Franklin) and said the state expects CVSOs to meet new performance indicators tied to the code.
Commissioners thanked the presenters and noted that Daviess County has historically administered the service well; staff and the CVSO will continue work to secure the remaining technology and training items the state requires.
No formal board action was taken; this was an informational briefing under state law.
