Commissioners approve stipend option and petty-cash ordinance for county group homes

Vigo County commissioners approved an amendment permitting a $2,000 stipend for two house managers at county-contracted group homes and adopted an ordinance establishing a petty-cash allowance process to meet DCS and state board of accounts requirements.
Norm, executive director of the Vo County Home for Children, asked the commissioners to approve two measures intended to formalize allowances and supervisory stipends for county-contracted group homes.
Norm said the amendment adds an option to provide an annual stipend to two intermediary supervisory house-manager positions and allows the county council to decide whether to pay the stipend from the general fund or from the facility’s non-reverting fund. "We're requesting $2,000. So, it's a whopping four grand a year that we would pay two people," he said.
Commissioners approved the stipend amendment by motion. Norm also presented an ordinance to authorize a petty-cash fund and internal controls for allowances the homes provide to residents (allowances and special gifts such as birthdays, holiday gifts and extracurricular activities). He said the change responds to DCS guidance and state board of accounts direction and formalizes internal controls the group homes have already implemented.
The board approved the ordinance so the homes can legally establish the petty-cash mechanism and meet audit requirements; Norm told commissioners the operation currently has about $189,000 in a non-reverting fund that grows monthly and that many residents are placed from DCS referrals.
