Gibson County names review committee, sets scoring weights for old-jail demolition RFP

County staff and the owner's representative briefed commissioners on next steps for the old jail demolition and remediation project, and commissioners approved an evaluation scheme and a review committee to vet construction-manager proposals.

"I would like permission from the commissioners to quantify all items at 15% except for proposed fees and cost factors which is 25%," a staff member said while outlining evaluation categories (qualifications, experience with complex demolition and remediation, technical approach, proposed personnel, safety and compliance, and price). Commissioners moved to adopt the recommended weighting and voted in favor by voice vote.

The board also approved a three-person committee to review and rank proposals, composed of the owner's representative George Bard, a county staff reviewer and one commissioner. The committee will score proposals according to the adopted percentages and report back so the board can proceed with contract award.

A representative from Garmong, Joe Maddingly, presented the firm's proposal and fee schedule, including a $15,000 pre-construction fee and other fee elements that the staff said would be taken under advisement pending committee scoring. "Once the committee scores these and we find out who the winner is, we will proceed with that contract," the staff member said.

Why it matters: The review and scoring process sets the procurement framework for a high-cost county construction project. Commissioners approved the administrative steps necessary to move from RFP receipt to contract award; the committee's scoring will determine the recommended contractor.
