Council approves several appropriations for 911 overtime, public health and local programs

The Bay County Council on March 3 approved a package of appropriations and personnel changes affecting emergency communications, public health, animal services and corrections.
911: The council approved additional appropriations to statewide 911 overtime accounts after the presenter said the department spent $57,000 in overtime last year and had exhausted the $17,000 budgeted line. The requested transfer and appropriations were described as intended to bring the department closer to last year’s actual spend; the motion passed 5–1.
Animal shelter: The council approved a $3,000 appropriation from the animal-shelter donation fund to cover veterinary charges. The director reported about $86,000 currently in the donation fund and said last year’s expenditures from the fund were about $45,000.
Soil & Water: The soil-and-water representative requested an additional appropriation of $7,988 to pay for an unexpected state audit. He said the charge represented roughly 35% of the district’s annual budget and asked the council to approve the appropriation; the council approved the request.
Public health: The local public-health director asked the council to appropriate carryover funds from his 2024 governor’s public-health allocation (fund 1161) to cover liaison nursing, clerk, supplies, advertising and other services. He said the money is existing carryover that must be appropriated to be spent; the council approved the appropriations.
Corrections and drug court: The community corrections advisory board approved a 4% pay adjustment for 2026 (2.8% cost-of-living plus 1.2% merit) funded from internally generated program funds; the council approved the change. Separately, the drug-court program approved a pay adjustment for its coordinator paid from program fees; council approved that raise as well. Presenters warned both programs face state funding uncertainty but said they are currently funded from non-county-general sources.
