Board approves SRF disbursements for water/sewer work and hires architect for county childcare design

The Hamilton County Board of Commissioners approved two State Revolving Fund disbursement forms on March 9 totaling $356,077.65 to Reynolds Construction LLC for work on the Hamilton County Water and Sewer Phase 2 projects, including Lift Station 6. The director of administration presented the disbursements and the board approved both forms by roll call.
Separately, the board approved an architectural design and construction facilitation agreement with Holstead Architects Incorporated to design a county daycare facility to be located at 18291 Presley Drive (the county 911 location in Noblesville). Staff said the design fees in the agreement are calculated based on an assumed $6 million construction cost; the actual construction contract value is unknown and there is no not-to-exceed amount in the current contract language. Commissioners confirmed the agreement includes termination rights and said they could seek to amend the contract with a not-to-exceed cap if desired.
Staff also reported Indiana Department of Homeland Security reviewed the county’s public assistance petition for the Jan. 26 winter storm and determined the county was not eligible for the state to petition FEMA; the county had sought $928,145.65 for its portion of storm response costs (countywide submission totaled $3,718,528). Commissioners thanked EMA staff for preparing the submission despite the ineligibility determination.
