House backs constitutional amendment to restore voting rights after incarceration

The Virginia House of Delegates agreed to House Joint Resolution 2 (HJ2), a proposed constitutional amendment that supporters said would affirm a fundamental right to vote for qualified voters, provide for automatic restoration of political rights on release from incarceration and strengthen protections for people with disabilities.

Delegate Bendett Parker (Alexandria) presented the resolution, describing it as a measure of reintegration and justice that corrects what she called a legacy of disenfranchisement; she said the amendment would create a transparent process that does not rely on the sole discretion of the governor.

Delegate Phillips (Henry County) said he supported the idea of second chances but raised concerns that the measure could restore voting rights immediately upon release without accounting for restitution, parole status or violent offenses, arguing "full societal debt should be paid" before automatic restoration.

Delegate London King (Prince William) disagreed with using victims' trauma as a reason to withhold voting rights and said the amendment returns the decision to voters; he recounted personal experience as a victim and said denying the franchise is not an appropriate response.

The clerk closed the roll; the House recorded 65 ayes and 33 nos and the resolution was agreed to.
