Planning Commission backs Seven Brew drive‑thru at Marketplace at Cedar

The Lakeville Planning Commission on May 7 recommended City Council approve a conditional use permit for a Seven Brew convenience restaurant with a drive‑thru at the Marketplace at Cedar.
Jerry Wendell, representing Seven Brew franchise interests, said the proposed building is about 900 square feet with a separate small cooler space, estimated to employ "somewhere in the range of 50 to 60 people" across shifts and use a nine‑car queue for the drive‑thru. Wendell described the concept as fast to build and noted comparable projects under construction nearby.
City planning staff (Miss Bon) said the property is in the Marketplace U/M2 mixed‑use Cedar Corridor district, that the site design provides two drive‑thru lanes (interior stacking ~150 ft, exterior stacking ~190 ft), and that parking will be shared with an adjacent lot to provide 92 spaces total. Staff said a revised landscape plan added shrubs and trees to shield headlights and that stormwater grading had been approved with the plat. Staff recommended approval of the conditional use permit with six stipulations and findings of fact.
Commissioners asked about winter snow clearance and whether employees would have sufficient shelter while serving customers; Wendell said the building includes some exterior heating and he did not anticipate clearance problems. A motion to recommend City Council approval passed on a roll call vote recorded as unanimous. The recommendation will be forwarded to City Council for action on May 18.
