Terrebonne Parish council and committees pass multiple routine amendments, contracts and budget introductions; public hearings set for May 13

Terrebonne Parish’s full council and standing committees approved a slate of routine measures on April 27, including amendments to condemnation orders, grant-application authorizations and contract awards, and they set public hearings on several budget amendments for May 13.
Key votes and motions: council members voted to extend demolition/removal deadlines for residential properties at 7093 Grand Kai Road, 148 Marger Street and 110 Helier Street. Each amendment was moved by Mr. Babin and seconded by Miss Chauvin; machine votes were recorded and announced as carrying unanimously in the machine count (recorded as 9–0 on the voting console).
The council authorized the parish president to apply for the 2026 Community Development Block Grant and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development. Kelly Varnado, the parish’s Housing and Human Services director, said CDBG funds are mainly used for a housing rehabilitation program while HOME funds support tenant-based rental assistance and some housing repairs.
The council also authorized the parish president to sign an agreement for professional landscape-architecture design services for improvements at Shady Oak Park and approved the award of a construction contract to Thompson Construction Company LLC for branch library renovations under parish project 23-LIB-91. The clerk’s office won approval to purchase a state-contract vertical carousel filing system (state contract No. 440029427) from Aurora Storage Products.
Budget matters: several ordinance introductions to amend the adopted 2026 operating budget were approved for public hearing on May 13, 2026 at 6:30 p.m., including a $45,000 appropriation for the Civic Center, $295,000 for the HOME program, $3,550 for a voucher program and $76,515 for downtown bulkhead repairs; Mr. Harding confirmed those bulkhead repair funds would come from the capital improvement sales-tax collections.
Transit and civil-rights compliance: the council adopted a revised Title VI plan connected to federal transit grant requirements; the plan was highlighted because it is required for continuing transit grant eligibility, and Good Earth Transit was named as the contact for related complaints.
Vote mechanics: most roll-call and machine votes were announced as unanimous in the console count (reported as 9–0). On several items members noted small discrepancies in the vote-display readout at the console and asked the clerk to verify counts.
What’s next: public hearings on the introduced budget amendments are scheduled for May 13, 2026; staff were asked to provide members with requested clarifications and budget comparisons ahead of those hearings.
