Council adopts 2026 fee schedule; refuse pass-through and water increases noted

The St. Joseph City Council voted to adopt the city's 2026 fee schedule (ordinance 2025-012) and approved a resolution (2025-074) to publish a summary of the ordinance.
During staff presentation, councilors discussed proposed adjustments to utility and service fees. Staff said the refuse fee increase from about $41 to $45 is a direct pass-through recommended by the refuse vendor (Republic Services) and that the city does not take a cut on that amount. Staff also described proposed water-rate adjustments phased over the next few years.
The council held a public hearing on the fee schedule; no members of the public spoke. A motion to adopt the ordinance and a second were recorded and the council approved both the ordinance and the resolution to publish the ordinance summary.
