Council approves storm-drain repairs, pool-bridge progress payment and asbestos abatement contracts

The New Providence council approved several engineering and construction resolutions during its Nov. 11 meeting that advance stormwater, pool, and building-remediation projects.
Engineering outlined three requisitions to Montana Construction Corp. covering emergency storm-drain repair work and televising and cleaning storm sewer lines; one contract for storm-drain lining on Fourth Street was listed at up to $128,000. The council also approved a progress payment (no. 2) of $99,879.66 for Grade Construction on the community pool bridge replacement project.
Public Works reported the wastewater treatment plant automation controls — described as operating on a legacy Windows 98 platform — will be replaced under a contract not to exceed $262,990 to PCS Pump and Process Inc.; staff said the automation upgrade will take about four to five months. An emergency replacement of a variable-frequency drive (VFD) for a critical low-lift pump (approx. $9,620) was also authorized to ensure reliable operation through the rainy season.
The council also approved two contracts to address asbestos at Old Borough Hall in support of the police-department renovation: environmental monitoring (not to exceed $33,339) and abatement (not to exceed $173,500), procured through cooperative purchasing channels.
Council members noted stormwater work is part of a long-term plan targeted at recurring problem areas and thanked staff for advancing priority projects. The shared-services agreement for wastewater operations with the City of Summit (effective Jan. 2026–Dec. 2028, optional renewal) was also authorized to retain operational capacity and inspection coverage for the plant.
The resolutions passed by roll call; staff said work schedules include a November 17 start date for certain lining activities. Residents who asked about schedule impacts were informed about the timing and expected short-term disruptions.
Next steps: contractors will proceed with the listed work; administration will oversee asbestos remediation to meet applicable federal and state requirements and return the Old Borough Hall site to a safe state for future use.
