Council adopts FY2027 school budget and sets maximum tax-rate ceiling for public hearing

On the city's proposed FY2027 budget, staff presented a "not to exceed" tax-rate ceiling and recommended a 1.5-cent reduction (the staff phrased it as a 1.5-cent not-to-exceed rate to be published ahead of the public hearing). Council members discussed whether to hold an optional budget workshop to examine alternatives and asked for specific actuals and the employee-compensation details; staff said a 3% across-the-board compensation increase was included and a class-and-comp study is underway and not yet complete.
After discussion on scenarios and set-aside amounts, the council decided not to hold the optional budget workshop next week and agreed to publish the 1.5-cent ceiling for the June 2 public hearing; four members opposed preparing alternative scenarios on short notice.
The consent agenda earlier in the meeting also included approval of a resolution endorsing submission of a FY26 Safe Streets for All grant application to the U.S. Department of Transportation; that consent agenda passed by voice vote.
No additional formal budget votes were recorded beyond adoption of the school budget and the tax-rate publication decision; council will consider final tax and budget adoption at the public hearing on June 2.
