Transportation committee moves LD 2213 supplemental initiatives; unanimous procedural votes advance staffing and DOT items

The Joint Standing Committee on Transportation opened its meeting with the work session on LD 2213, a supplemental appropriations and technical language package that includes transfers and allocations from the highway fund and other funds.
Committee members moved a large set of initiatives by voice vote. Among the actions recorded in the transcript were motions to move several Department of Public Safety positions (detectives, lieutenants, sergeants, corporals, specialists) and related funding lines, approved reclassification and range changes for senior laboratory scientists, funds for a sexual-assault tracking unit and related mobile office and trainer contracts, and transfers between traffic safety and the state police program that produced highway-fund savings. The committee also approved Secretary of State reorganization items by bulk motion.
On Department of Transportation items, the committee approved bulk moves for references 39–42, bridge capital moves for references 44–50, and maintenance and operations reclassifications for references 27–35. The committee voted to move a multimodal transportation fund initiative (reference 55) and several staffing reclassifications and reorgs (references 51–53).
Throughout the LD 2213 work session the motions were seconded and recorded as unanimous of those present. Committee leadership clarified that these votes move those initiatives toward the budget process but that the committee would not finalize the full supplemental until the broader change package is resolved.
