Emily, a city staff presenter, told the council the CIP is a planning tool and cautioned project-level work will proceed only if funding is available. She noted the plan compiles proposed spending across multiple categories but does not guarantee funding for each listed project.
Mayor King and council members discussed the plan as a “fluid document” that helps prioritize projects; council members observed road projects are often delayed or reprioritized by emerging needs. After a brief public hearing in which no members of the public spoke, the council voted to approve the resolution adopting the CIP.
The resolution passed on a roll-call vote with council members recorded in favor. The CIP adoption authorizes staff to use the plan for budgeting and project sequencing but does not commit the city to specific construction until funding is identified for each project.
Council members said they expect to revisit priorities during subsequent budget processes and that some projects may be placed on hold if funding cannot be secured.
