The Battle Creek City Commission on Jan. 20 adopted Ordinance 02-2026 to incorporate the Lake View District Downtown Development Authority and its tax increment financing plan for downtown improvements.
Commissioner Simmons asked staff to clarify a recent TV report that said the city would demolish interior mall corridors. City staff responded that "anything that we are doing with the LDDA has nothing to do with private infrastructure or the mall," and that "there will be no demolition by the city of any internal walls or buildings." The staff member said LDDA projects will focus on public-facing infrastructure and that private building work remains the responsibility of property owners.
The ordinance amends chapter 276 of the Battle Creek Code of Ordinances to add the Lake View District LDDA and the associated TIF plan. Commissioners moved and supported adoption after discussion; no roll-call tallies were recorded in the transcript.
The city manager and staff emphasized that adoption of the plan is a planning step and that any specific project funded by the LDDA/TIF will return to the commission for project-level approval and budget authorization.
The measure was presented as a tool to prioritize public-infrastructure projects in the downtown; Commissioner Simmons said she wanted residents to understand that "anything any actual project that would need to be implemented is going to have to come back to us on an annual basis with the budget of the TIFF." The commission approved the ordinance by voice vote.
Next steps will be project-specific proposals that, if recommended, will come back with funding requests and implementation details for separate consideration by the commission.
