Recreation committee questions YMCA pool management, approves memorial stone and waives some park fees

The Recreation committee approved a memorial stone at Ratz Park and a policy to waive upfront park-shelter fees for qualifying charitable or faith‑based organizations, and spent significant time reviewing pool operations managed by the YMCA.

Committee members authorized placement of the memorial stone and approved payment of a previously missed lawn‑mower vendor invoice so the vendor can close its fiscal year. They also agreed to the policy to waive upfront shelter fees for qualifying organizations to reduce recurring waiver requests.

On the pool, staff presented a preliminary YMCA year‑end report that was near the budgeted amount but incomplete; the committee expressed concern about multiple operational shortcomings. Members described high chlorine readings, poor lifeguard management, failure to vacuum sand that is entering the filter system, an antiquated pump and motor room, and a recent roof leak. Several members urged getting prioritized cost estimates (roof, sand-filter repairs and other high‑ticket items) and instructed staff to return with quotes and a sequencing plan.

Committee members discussed the possibility of returning pool management in-house, noting that doing so could cost as much or more as contracting but would provide more direct control; staff said additional cost estimates and staffing scenarios are forthcoming. The committee asked staff to prioritize roof repair and sand‑filter work to prevent further system damage and to provide itemized administrative fees from the YMCA before final contract decisions.

The committee adjourned after directing staff to gather estimates and options for the pool house and mechanical systems.
