Macomb council awards Thor Memorial Park sidewalk bid and $300,260 roadway improvement contract

The Macomb City Council voted to award two capital contracts: the Thor Memorial Park concrete sidewalk to Houseright Construction and the phase-one roadway improvement package to Lavender Construction.
For Thor Memorial Park the low bid (listed in the agenda materials) was approximately $85,865.85. Staff described the scope to include site grading, sidewalk extension from the east, a walking path with storyboards telling the William Thorp story, a circular seating pad with donated benches, soil work and tree plantings. Funding sources discussed included $60,000 allocated in 2021, family fundraising held in a McDana County Foundation account, and a possible later resolution to use up to $20,000 in East Side TIF funds. During the roll call one member recorded a recusal for the Thor Park vote.
Miss Lambert told council that concrete costs and some site restoration work accounted for much of the price. “Concrete is extremely expensive these days,” she said, and described coordination between her office and the city administrator to ensure any off-site parking or agreements are documented.
Separately the council awarded the FY roadway improvement phase one contract — covering Maple Avenue, Wigwam Hollow Road and an alley between Carroll and US Highway 136 — to Lavender Construction at $300,260. Public Works Director Alice Orman explained the work will mill, regrade and reestablish road crowns, then chip-seal and microsurface the pavement sections as a cost-effective rebuild for aging subgrade areas. Orman said unit prices were comparable or slightly lower than prior projects and estimated roughly a month to complete contract paperwork and shop drawings before work begins.
Both awards passed by roll call. Council and staff noted they would keep community partners informed of lane restrictions and schedule details as projects are implemented.
