Commission backs Monmouth Township operations facility with fire-safety conditions

The Shawnee County Planning Commission recommended approval of a conditional-use permit for Monmouth Township’s proposed office and maintenance facility, moving the request forward to the Board of County Commissioners.
Planning staff described CU-2601 as a proposal for a 9.63-acre township operations facility at Southeast 69th that would serve as the township’s hub for road repair and maintenance beginning Jan. 1, 2027. Staff said the site would be used for daily road maintenance operations, equipment and materials storage, and staging for field work, with routine work hours Monday–Friday, 7 a.m.–4 p.m., and three full-time employees dispatched daily.
Staff recommended approval subject to six conditions including maintaining 24-hour access for the Shawnee Heights Fire District, ensuring storage of flammable liquids complies with current adopted editions of the International Fire Code and NFPA 101, adherence to building construction codes, property maintenance that includes established firebreaks, verification that the nearest hydrant provides a minimum water flow (staff noted 500 gpm for Shawnee Heights Fire District), and verification of water supply sufficient for an automatic fire sprinkler system in the shop area.
Brian Newell, vice president of Riley Construction and an applicant representative, told the commission the building currently has one unisex restroom consistent with the expected occupant load, that the site will include a Knox Box for 24-hour firefighter access, and that he had verified a hydrant flow of about 750 gpm at the nearest hydrant. "It's a unisex restroom... it's available to everyone," Newell said when explaining restroom layout and occupancy assumptions.
Gilda Singleton, Monmouth Township trustee, spoke in support, saying the township is "acquiring our roads back" and is "very excited" to proceed with the facility.
With no opponents at the public hearing, the commission moved and seconded approval and voted unanimously to recommend the conditional-use permit to the Board of County Commissioners. The packet, conditions and chairperson report will be forwarded for final action.
