Wayne County Commission approves three road-maintenance contracts to support paving, milling and ditching

The Wayne County Commission approved three professional services contracts designed to support the county's spring paving season and related stormwater and ditching work.
Steve Sher, division director of roads maintenance, asked commissioners for immediate consideration of a one-year contract with Cadillac Asphalt for delivery of hot asphalt materials, citing the start of paving season and the county's goal of paving 300 lane miles this year. "I would appreciate if you take that consideration and approve this contract so we can move forward," Sher said. Commissioners raised timing concerns about when the contract was dated and when the packet was received.
Staff then described a three-year contract with two one-year renewal options with 10 Mile Creek Excavating for milling and grinding. County staff explained that milling equipment is specialized and 10 Mile Creek often performs much of the large-scale milling work; in response to Commissioner Peterson Mayberry's question, staff said the vendor sometimes subcontracts smaller jobs and Mayberry requested a list of subcontractors if available. "10 Mile Creek is probably the biggest company around in the state of Michigan and usually does literally all the paving contractors work," a staff member said.
A third three-year contract, with two one-year renewal options, was described for Strata Construction to perform ditching related to stormwater management; staff said this work is intended to restore ditches to improve water flow and reduce localized flooding in areas such as Sumpter and Brownstown.
A single motion by Commissioner Garza, supported by Commissioner Mori, approved all three items on immediate consideration. Members voted at their desks and the clerk announced, "Motion carries." The transcript does not include a roll-call tally of individual votes.
The county will proceed with contract execution and integrate the work into the roads maintenance and stormwater programs. Commissioner Peterson Mayberry asked staff to provide subcontractor lists where applicable and to clarify solicitation/bid histories for the contracts.
