Natalie introduced an off-agenda request to hire CT Mail for professional engineering services to perform required 2026 dam safety inspections for the town’s class B and C structures. Staff said CT Mail has previously designed dam upgrades for the town and typically performs these inspections.
Staff reported a proposal of roughly $21,500; the water budget included $12,000 for the work, leaving a shortfall of $9,500. Mr. Twee explained that class C dams (high-hazard) require inspections every two years and class B dams every four years, and that the inspections for B and C structures were being done concurrently. The council authorized the mayor to sign the contract with CT Mail and approved transferring $9,500 from the water fund balance to cover the remainder of the contract.
The mayor was authorized to execute the contract; staff noted Leonora (finance staff) was aware of the transfer request and that the transfer must come from the water fund rather than the general fund.
