Council approves awarding Paramount Theater catwalk repairs after low bidder withdraws over WBE condition

Councilmembers discussed whether any upfront money would be needed; staff said the award would follow normal bid and award procedures and noted that additional paperwork — including a fund-balance transfer for grant matching and acceptance — is included in the packet.
Councilmember Massie moved to award the contract to the recommended second low bidder; the motion was seconded and approved by the council.
