Middletown Council authorizes $100,000 to begin police station roof replacement design and bidding

Chief Brady told the council the police department roof “is in real need of replacement,” saying prior patching and manufacturer-suggested fixes would not suffice and that a full replacement must be designed to current energy codes. He said staff obtained a proposal from Clark Patterson Lee (CPL) to perform design work and environmental testing and that the total replacement project is roughly estimated at $300,000.
Chief Brady and Mr. Twee explained CPL’s proposal would cost about $48,000 for environmental testing and preliminary/final design ($7,000 environmental testing; $34,000 design and approvals; $7,000 to prepare bid documents), plus an additional $10,000–$12,000 for construction observation and inspection during the work. Because bids had not yet been opened, staff asked the council to authorize $100,000 from fund balance so the town could both retain CPL’s services and be able to award and begin the contract when bids come in.
Council members questioned the timing and mechanics of borrowing and awarding contracts. One member said the council cannot authorize borrowing until after bids are awarded; Chief Brady and Mr. Twee described a process in which the bid is opened and then a notice of award is issued, after which the council would authorize borrowing to fund the awarded contract. The back-and-forth focused on whether the $100,000 was intended as a place-holder to cover an initial contractor payment or as full project financing.
Mayor moved to authorize the $100,000 fund-balance transfer to start the design and allow staff to proceed with bidding and potential award; the motion was seconded by Massie and approved by the council.
The council’s action authorizes design and testing to proceed and provides staff flexibility to award and begin work once bids are received; final construction financing and any borrowing would be addressed in a subsequent council authorization.
