Council approves consent calendar including cannabis consumption ordinance and deed/grant acceptance authority

The Arcata City Council approved its consent calendar on May 6, passing a bundle of routine items in one motion and recorded voice votes in favor. The consent items enacted included approval of meeting minutes, bi‑weekly disbursement reports, and Ordinance No. 1586 (amending the Arcata Municipal Code relating to cannabis consumption lounge permits, standards and restrictions with a negative declaration). The agenda also included several resolutions (256‑54, 256‑62, 256‑56, 256‑63) addressing administrative delegations and an agreement with the Arcata Police Association.

During public comment on consent items, Dan McGary spoke in favor of cannabis consumption lounge regulation but urged equity measures to allow people who cannot access dispensaries to have legal places to consume cannabis; he suggested consideration of outdoor or low‑cost consumption sites. Council heard the comment and later approved the consent items. Council then separately moved and approved item I (authority for the city manager or city engineer to accept deeds and grants on behalf of council), following public inquiry about clarity and transparency; councilmembers asked staff to consider periodic reporting on grants and acceptances to keep the public informed.

Votes: Council moved to approve consent items A–H and J, K, L in a single motion, then separately approved item I; both motions passed by voice vote of the members present (Mayor Kimberly White, Vice Mayor Atkins Salazar, Council member Meredith Matthews and Council member Schaefer).
