District reports HIB investigations, bilingual exits and DLM results; outlines supports

Tina Alberto, the district's anti-bullying coordinator, and Dr K Gomez presented safety and language-support outcomes and the district's response strategies.
Alberto summarized HIB reporting for the second semester (Jan. 1'June 30): 43 investigations with 23 confirmed under the state's harassment, intimidation and bullying definition. For the full 2023'24 year, the district recorded 76 investigations with 42 confirmed incidents. She said most reports came from students and parents and that the top motivating factors were appearance and gender/sexual orientation. The district highlighted individualized supports, reflection assignments for students who harmed others, and trained anti-bullying specialists in each building.
On language acquisition, administrators reported substantial movement out of bilingual programs: "We had 73 students exit the bilingual program this year as compared to three last year," said the EL lead, who noted many newcomers (roughly 170 districtwide) and committed to providing exact enrollment breakdowns later. For grades 6'12, the presenter said 20 students exited the bilingual program this year and that about 90 students moved to ESL-only placement.
Administrators also described Dynamic Learning Maps (DLM) for students who are exempt from state assessments. They reported 35 students using DLM districtwide and indicated most were on-target in individualized goals. The presenters underscored partnerships with county prosecutor's office presentations, a local child-advocacy center for parent workshops, and school-level prevention work (Week of Respect activities and student-led kindness initiatives).
Board members thanked staff for the work and asked for additional data detail where needed; staff committed to follow-up reports with enrollment counts and longitudinal data.
