Haskell County signs opioid-abatement contracts with 633 Recovery; commissioner abstains on housing contract

Haskell County commissioners voted to authorize opioid-abatement funding and approve a related county contract with 633 Recovery Incorporated on motions presented at the meeting.

The board signed Resolution 312622, authorizing an opioid-abatement funding agreement between Haskell County and 633 Recovery Incorporated with funding to expire June 30, 2026. Kane, a representative of 633 Recovery Incorporated, told the board the provider is currently housing 10 people from Haskell County—nine men and one woman—and that funds will flow directly to the third-party provider rather than through the county.

The board also reviewed and signed a county contract with 633 Recovery Incorporated for opioid-recovery housing that runs through June 30, 2026. Committee member Clark McClary voted yes; Committee member Larry Watson voted yes; Committee member Billy Cloud recorded an abstention and stated the abstention was because he sits on the provider's board of directors.

Commissioners then approved Resolution 312623, a separate authorization to submit an opioid-abatement grant application and implement funded projects for fiscal years '26 through '29. At the meeting a projected funding total of $225,000 for the next three years was mentioned by staff.

The county clerk/meeting staff confirmed that legal review had been completed through the attorney general's office for the agreements and contracts presented. The motions to approve these items carried at the meeting; the contract vote included the single abstention noted above.

Next steps noted in the meeting: the county will finalize contract paperwork and proceed with grant application filings under Resolution 312623; staff indicated a potential first draw of funds could occur as early as December of the current year if the grant is approved.
