San Marcos City Council approved Ordinance 2025-45 on Oct. 21 to annex approximately 5.42 acres of roadway right-of-way in Hayes County, including segments near Centerpoint Road, South Old Bastrop Highway, Clovis Barker Road, Yarington Road and portions of Transportation Way and Limbo Drive. The motion carried 7–0.
Andrea Lobos, interim director of planning and development services, told the council the annexation is a cleanup effort that follows a 2024 annexation of similar roadway strips and is intended to provide continuity in city maintenance responsibilities along certain roadways. "This annexation is for a handful of roadways ... part of a cleanup effort to annex gaps in city limits," Lobos said. She noted the annexation does not include zoning changes; the annexed roadways will take the default zoning of future development (FD).
No members of the public spoke for or against the annexation at the public hearing, and staff recommended approval. Council voted unanimously to approve the ordinance on the first of two readings.
The item will return for a second reading as required by the ordinance schedule.
