At a public hearing on Ordinance 0326, speakers from Eastport and community organizations urged the council to revise the Annapolis harbor line at Hawkins Cove to allow construction of a pier and related restoration work. Testimony came from neighborhood advocates and organizations including the Eastport Civic Association and residents who described Hawkins Cove as silted and inaccessible and said amending the harbor line would restore public access for recreation and small‑craft launching.
Eastport Civic Association representative Bill Borwigan said the ordinance would “lay the groundwork for construction of a pier that will enable citizens to use the waterfront for recreational purposes,” and he urged the council to move the measure forward without delay. Other speakers, including neighborhood residents and advocates, described the area’s ecological increases in wildlife and asked the council to ensure access for nearby public housing residents who currently cannot easily reach the water.
The council closed the public hearing after testimony and referred the ordinance for legislative consideration.
