Board OKs declaration of need for hard‑to‑fill teacher credentials while rescissions continue

The board approved a declaration of anticipated need that lets the district pursue intern or emergency credentials for hard‑to‑fill openings if standard recruitments and rescissions are exhausted.

Assistant Superintendent Kit Bragg said the declaration is a routine, legally required step to preserve options for the 2026–27 school year for specialized credential areas. He emphasized that the district is obliged to rescind layoffs before hiring interns: "We are bound by law to rescind those layoffs first before we would ever consider an intern or some sort of emergency credential for a position that we can fill with a layoff," Bragg said.

Public commenters and several trustees pressed administration on timing and equity: speakers noted that several experienced teachers remain on layoff lists while the declaration contemplates hiring interns for similar assignments, and asked whether arts and other specialists would be spared. Bragg said some rescissions have already occurred (he estimated north of a dozen) and that rescissions and placements are continuing through the district’s displacement process, which the administration expected to conclude later in spring but will continue to be updated through June 30 as resignations and retirements change the vacancy picture.

What’s next: The declaration permits the district to pursue intern/conditional credential pathways if needed; each specific intern or emergency authorization would return to the board with a distinct personnel recommendation. Trustees asked staff for a follow‑up report listing the number of rescinded layoff notices and the status of transfers and placements.
