Council approves police contract, health framework and ODOT salt contract; first reading of distracted-driving ordinance

The North College Hill City Council approved several formal measures during its meeting.
Labor contract: By roll call the council adopted Resolution 04-2026 authorizing the city administrator to execute a collective bargaining agreement with the Fraternal Order of Police Lodge. The roll call vote recorded seven in favor, none opposed.
Health and sustainability framework: The council amended language in Resolution 05-2026 (removing a placeholder brand name and substituting “this initiative” for clarity) and adopted the community health, wellness and sustainability framework, declaring an emergency. The recorded vote was unanimous.
ODOT salt contract: Council suspended further readings and adopted Resolution 07-2026 to authorize participation in ODOT’s 2026 road-salt contracts. Members said the matter was time-sensitive; the recorded vote was unanimous.
