Liberty County commissioners approve roundabout maintenance agreement, airport generator contract, alcohol fee increases and opioid grants

Maintenance agreement and roundabout: The board authorized a standard maintenance agreement with the Georgia Department of Transportation covering mowing and landscaping for the planned roundabout at Bington Ferry Road and Highway 17 and authorized the chairman to sign the agreement once construction is complete. Staff said the funding and mowing obligations follow the DOT template used for similar intersections.
Airport generator contract: Commissioners awarded a $156,000 contract to RLChton Electric to install a generator to serve the fixed'base operator side of the MidCoast Regional Airport. County staff said the cost will be covered from T'SPLOST (splash) funds previously set aside for airport improvements. "It will come from some splash funds," the county administrator said during discussion.
Alcohol ordinance and fee changes: County counsel and staff presented amendments to Chapter 4 of the code to separate on' and off'premises alcohol rules and bring certain off'premises distance measurements into alignment with state requirements; liquor stores remain subject to stricter distancing. "This brings your ordinance more in line to what the state requires," staff said. The board approved the ordinance change. Separately, the board approved a recommended increase in alcohol license fees; staff said the schedule will take effect July 1.
Opioid settlement grants: The county'appointed opioid committee recommended and the board approved a set of awards from the county'level opioid settlement allocation: $20,000 each for drug court, veterans treatment court and family treatment court; $32,195 to supply Narcan for EMS; and $19,788 to the sheriff'office's chance program. Staff said the awards reduce the current balance to an amount the county recorded in the meeting; staff also said additional settlement funds will arrive in future years and the county will reopen an application window when funds permit.
Routine board appointments: Commissioners acted on a series of reappointments and appointments to regional boards and local authorities, approving the recommended slate and deferring one Defax board appointment for further review.
