Bonner County approves asphalt contract extension and multiple rock-crushing awards for 2026

Bonner County commissioners on March 10 approved a change order to extend a 2022 liquid-asphalt contract for the 2026 season and voted to award three separate 2026 rock-crushing contracts covering county districts.

The board heard from the county’s road-and-bridge director, who said the original 2022 contract with Urggon Asphalt and Emulsions followed a competitive request-for-proposals process under Idaho Code 67-2806A and allows up to four one-year extensions. The director recommended approving change order number four to extend the contract for 2026 with unit-price adjustments tied to the Idaho Transportation Department asphalt index. The board approved the motion; the packet lists a contract-value increase of $824,788.78 associated with the change order. "I recommend accepting the offer and extending the contract for 2026 at the revised unit price," the director said during the presentation.

Commissioners asked whether the amendment fits the budget; staff said the work is under budget and that there remains an available balance on the contract to cover the amendment. "It's under budget. We actually have more than enough to cover it," the director responded.

The board then reviewed 2026 rock-crushing bids received Feb. 23 and awarded contracts by district. For District 1 the board awarded the contract to Woods Crushing and Hauling for a total amount presented of $250,600, noting added tonnage to include Sele Road in this year's chip-seal plan. District 2 was also awarded to Woods Crushing and Hauling for $253,134, and District 3 was awarded to Peak Sand and Gravel, Inc. for $119,713.90 after commissioners clarified a typographical error in the motion paperwork.

A member of the public asked whether recently paved roads such as Flagstone Road would be included in this year's chip-seal list; staff replied that Flagstone Road is being paved this year and will not receive chip seal. The director noted some recently paved roads will be chip-sealed the following year as part of a preservation strategy.

Votes were taken by roll call and all contract motions passed. Commissioners said the actions support preserving paved surfaces and align with the department’s multi-year planning for chip sealing.
