Board members approved the engagement after a lengthy discussion about cost and budgeting. Administration and the vendor said the typical engagement runs about $8,000 for survey development and printing plus postage and mail costs, and that the process is usually followed by a report to the board that includes citizen priorities and tax‑impact scenarios.
Darren Severs of School Perceptions, who led the presentation to the board, described the company’s approach and track record, saying it mails a paper survey to every household and uses single‑use codes to prevent duplicate responses. He told the board the firm’s surveys serve both to gather feedback and to educate voters about options and tax implications.
Board members raised concerns about placing an unbudgeted expense on the district’s fund balance. Administration noted the district’s budget had already exceeded planned use of fund balance in the current year and that approving the survey would add a modest additional cost. Proponents said investing in broad, representative community feedback was necessary before proceeding with any large capital plan.
After discussion, the board approved the engagement contract by voice vote. The motion passed with both ayes and nays recorded; the district will return with a draft scope and schedule and a kickoff process if the board moves forward with a formal survey timeline.
What happens next: administration will work with the vendor to define a final scope, mailing and translation plan and a deployment schedule; the vendor estimated a typical timeline of four to eight weeks to implement a survey and two to three weeks to analyze results once responses are collected.
