Regional Athletic Complex reports sharp rise in bookings and $4M estimated economic impact

Sean Finey, recreation supervisor for Lacey Parks, told the Parks, Culture and Recreation Board on May 6 that the city—acility known as the Regional Athletic Complex (the Rack) has experienced a steep increase in bookings and spending in early 2026. "Total wrap revenue for January through April, $136,000," Finey said, and he added that tournament play and rentals are driving heavy weekend use.
Finey walked the board through participation and reservation figures, saying the complex recorded 645 softball bookings and 367 soccer bookings in the cited period. He said marquee events—or January through April included the SuperDraft and the UTSA Kings of the Northwest, which draw players and families from across the country. "The economic impact for our 14 baseball tournaments that we've had there January through March is bringing in close to $4 million," Finey said.
The supervisor emphasized the mix of uses now scheduled at the Rack: youth all-star games, adult slow-pitch tournaments, a new Sunday-night "clean and sober" softball league that extends play into late evening, and the return of several rugby and Gaelic games. Finey said the Rack hosted high-volume soccer seven-on-seven spring league play that regularly uses five of six fields on Friday nights and that USL events will resume with doubleheaders and fan zones.
Finey also compared early-2025 and early-2026 figures for the Rack's reservation system: for January through March he reported 90 reservable days and a large increase in reserved hours year-over-year, with revenue for the first three months rising from about $94,000 in 2025 to roughly $110,000 in 2026. He told commissioners those usage metrics were intended to support future budget requests for improvements at the complex, including scoreboards, outfield fencing and sun shades as equipment ages.
The board thanked staff for the data and the presentation. No formal action was taken; Finey said staff will continue to provide operating and economic-impact information to support budget planning and council requests.
