Finance committee recommends short‑term rental ordinance for World Cup and approves multiple budget transfers

The Brockton City Council finance committee on May 4 recommended an ordinance to regulate short‑term rentals during the FIFA World Cup events (April 1–July 31, 2026) and approved a series of budget transfers and grant acceptances.

Interim Building Commissioner William Fory explained the ordinance is intended to manage anticipated visitor volumes during the World Cup and said the draft incorporates amendments suggested by councilors. The committee had completed a required public hearing earlier in the meeting; no members of the public spoke for or against the ordinance. The committee voted to recommend the ordinance favorably to the full city council for final passage.

On financial items, the committee approved transfers including: $75,000 to cover auditor postage costs; a $116,538.40 payment to an education collaborative to cover out‑of‑cycle student costs; $3,000 to cover additional city clerk overtime; $50,000 (sewer) and $40,000 (water) to cover overtime after a harsh winter; and $150,000 to replenish public property utilities after solar credits ran out. The committee also authorized acceptance of a $50,000 Executive Office of Public Safety and Security grant to the Fire Department for equipment (10 portable radios).

Officials explained most transfers were funded from personnel‑services surpluses due to vacancies or unanticipated timing of invoices. The motions to recommend these items passed without recorded opposition.
