Commission approves weed‑spray agreement, surplus equipment and a conditional use permit

Yankton County commissioners approved several consent and administrative items at their May 5 meeting, including renewal of retail on‑ and off‑sale malt beverage and South Dakota farm wine licenses, the annual DOT weed joint powers agreement, a list of surplus building-and‑grounds items, and a conditional use permit for open storage at 901 East Side Drive.

Jim Leech, who identified himself as the Yankton County weed supervisor, described the intergovernmental agreement as the annual joint powers contract that authorizes county spraying on state right‑of‑ways; commissioners approved the agreement by motion. “My name is Jim Leech. I'm the weed supervisor for Yankton County,” he said when presenting the item.

Justin Burkett, building and grounds supervisor, outlined the surplus items the county plans to sell or remove from inventory: two power trimmers, a John Deere riding lawn tractor (42‑inch deck with bagger), Craftsman and Cub Cadet push mowers, and a Honda 4x4 utility vehicle; commissioners voted to declare those items surplus.

Staff presented a conditional use permit request for an open storage area near Titan Machinery (packet referenced fencing, lighting and security), at 901 East Side Drive; after no public comment the commission approved the CUP. The retail license renewals were approved as a grouped motion with no speakers from the public.
