Torrance Unified approves CalSHAPE-related energy-services agreement with Pacific West

The Torrance Unified School District board on Sept. 24 approved entering into a CalSHAPE-related Energy Services agreement with Pacific West Energy Solutions to implement energy‑conservation improvements at multiple district sites and position the district for potential future CalSHAPE funding.
Dr. Butler explained the district previously received an assessment identifying air-conditioning units in need of rehabilitation. “CalSHAPE funding was pulled, it was not authorized, but there's still lots of discussion about how to make that go forward,” Dr. Butler said. The staff recommendation was designed to make the district ready to proceed quickly if state funding is restored; board members said it is prudent to position projects so the district can apply on a first‑come, first‑served basis.
The board then voted to approve the contract. Trustees were told that prior CalSHAPE rounds produced grants for filter replacement and minor repairs and that the district remains engaged with facilities consultants and legislative advocates to secure larger rounds of funding should they become available.
What the contract does: The agreement allows the district to proceed with planning and, where appropriate, implementation of energy‑conservation measures with Pacific West so work can begin promptly if and when funding is available.
Next steps: Implementation will proceed under the Facilities Department and the district will return to the board with contract documents, project scopes and any grant‑specific requirements as they develop.
