Matt Williams, director of community development, told the council the plat meets zoning and subdivision regulations and complies with the protective overlay (PO1) minimum lot area and frontage requirements adopted after neighborhood comment. He said the planning commission previously granted three variances during preliminary review, including easement colocation and sidewalk waivers along Monroe and on the northern cul‑de‑sacs.
Williams outlined next steps: finalizing requested RHID (residential housing improvement district) and forming any special benefit districts. He said the developer plans phased construction beginning with eight spec homes and marketing to accelerate initial sales.
Council members questioned phasing and the drainage reserve (Reserve D). Staff said the reserve would serve drainage and possibly be a pond with a sidewalk loop; sidewalks will provide access to adjacent platted streets when they are developed. Several council members raised broader concerns about sidewalk policy and suggested a future study session on sidewalk requirements.
The motion to accept the final plat passed on a unanimous vote.
